It is probable they share the same lockscreen background code so same problem would be on Windows 10 & 11 and will then be affected the same. You should equally look into GPU driver and sync stuff. If you'd like to change your desktop wallpaper in Windows 11 to a different built-in background image, a solid color, or a custom picture, it's easy to do in Windows Settings. Press Windows + S and type lock screen in the dialogue box. Adjust picture change frequency, shuffle order, and choose the fit that suits your preferences.
